Allocation of study places

Quota system:
up to two tenths of available study places are to be reserved in the selection procedure for priority quotas (foreign nationals from non-EU countries, cases of hardship, second degree applicants, special public need, etc.)
After deduction of the priority quotas (Vorabquoten), places will be allocated in three reorganised main quotas:

30% for top performersin the Abitur (general higher education entrance qualification)
The quota for top performers in the Abitur (Abiturbestenquote) will be increased from 20 to 30 percent.
A percentile ranking procedure and state quotas (Landesquoten) are used in order to balance out the varying degrees of difficulty of the Abitur in the different states.

10% additional aptitude quota (zusätzliche Eignungsquote; short: ZEQ)
In the new additional aptitude quota, 10 percent of the study places allocated based on school grade-independent criteria.
For a transitional period of two years, the waiting time (Wartezeit) is taken into account in this quota and will then be discontinued as a criterion. Thereafter, there will be no admission based on waiting times.

60% for the higher education institutions' own selection procedures (Auswahlverfahren der Hochschulen; short: AdH)
The higher education institutions' own selection procedures will remain at the current level of 60 percent.
The higher education institutions allocate study places on the basis of both school grade-dependent and school grade-independent criteria.
